Prospect of summit deal ‘touch and go’ warns Blair

European leaders arrived in Brussels on Thursday afternoon with Tony Blair, UK prime minister, warning that prospects for a deal on a watered down version of the EU constitution were only “touch and go”.
Mr Blair is fighting a rearguard action to stop a new “EU reform treaty” encroaching on national sovereignty in areas of foreign policy, labour law, social security or criminal law.

The treaty would create a full-time EU president, foreign minister, new voting system, increased qualified majority voting and a smaller European Commission.
