I predict an outreach to those special "AT-RISK youths" (you know, the gang members that put us all "at risk").

Get them of the streets and working for THE STATE instead.

And while they're at it, extend a special invitation to recent parolees. And convicts. And of course every muslim youth organization. In fact, they can give judges freedom to enroll troubled youths in service rather than sending them to jail, etc.

You just watch them.
