Prosecutors today filed a charge of armed kidnapping against Vicente Ignacio Beltran-Moreno, the man accused of abducting a teenager and tying him to a tree in late February.
Authorities say Beltran-Moreno, a Mexican national who was in the country illegally, kidnapped 13-year-old Clay Moore at gunpoint from his Parrish school bus stop Feb. 23 and took him to a wooded area in east Manatee where he bound him with duct tape.
The youth managed to escape using a safety pin.
After the abduction, Beltran-Moreno fled to Mexico, where he eventually agreed to surrender to American authorities.
He has been in custody since returning to the United States on March 7.
